ROCKVILLE CENTRE – January 31, 2018 – The Diocese of Rockville Centre announced today the upcoming commencement of Phase II of the Independent Reconciliation and Compensation Program (IRCP) for survivors of sexual abuse by clergy of the Diocese of Rockville Centre. The IRCP allows eligible survivors of sexual abuse by priests or deacons of the diocese to seek financial compensation.

Phase II complements the ongoing Phase I IRCP and the full range of initiatives already undertaken by the Diocese of Rockville Centre to address the problem of sexual abuse of minors alleged against clergy of the diocese.

Any person wishing to file a new claim alleging sexual abuse not previously reported to the diocese should register on the IRCP website (www.rockvillecentredioceseircp.com) to receive the Claim Form and other pertinent documents to file a Phase II Claim. This information will be turned over to the office of the appropriate District Attorney and investigated fully through diocesan processes prior to a determination by the IRCP.

Like Phase I, Phase II of the IRCP is administered by Kenneth R. Feinberg, a highly regarded mediator, and his colleague, Camille Biros. The goal of Phase II of the IRCP is to resolve claims of sexual abuse by clergy of the diocese by individuals who report a complaint of abuse to the diocese on or before April 30, 2018.

Any such new claim will be handled in accordance with all standing processes and procedures currently in place for new reports of alleged sexual abuse, including the two steps outlined below. Individuals who wish to participate in Phase II may immediately register with the Administrators on the program’s website (shown above). Such information will be maintained in strict confidence in conjunction with Phase II of this program except for the following: 1) allegations will be forwarded to the local District Attorney by the diocese, and 2) the diocese will have the matter investigated by its own independent investigators and reviewed through its internal review mechanisms.

The Diocese of Rockville Centre is fortunate to be able to initiate Phase II of the Independent Reconciliation and Compensation Program by using funds from strong investment returns over time and insurance programs.

The Independent Oversight Committee established with Phase I of the IRCP will continue to oversee the implementation and administration of Phase II of the program. This committee consists of the Honorable A. Gail Prudenti, Dean of the Maurice A. Deane School of Law at Hofstra University and former Chief Administrative Judge of the Courts of New York State; Michael Cardello III, a partner with the law firm of Moritt Hock & Hamroff and Chair of the Federal Courts Committee of the Nassau County Bar Association and a member of its Alternative Dispute Resolution and Judiciary Committees; and Dr. Thomas Demaria, a New York State Psychologist who is the Director of the Psychological Services Center of the Doctoral Psychology Program at LIU Post, a fellow of the Trauma Division of the American Psychological Association and Advisory Board Member of the National Center for School Crisis and Bereavement.

Most Reverend John O. Barres, Bishop of Rockville Centre announced the establishment of the Independent Reconciliation and Compensation Program on October 16, 2017. During Phase I of the program, Mr. Feinberg and Ms. Biros have been working with those individuals who have previously notified the diocese of abuse perpetrated against them by members of the clergy – that is, diocesan priests and deacons. Any new and material allegations made in the submission of a Phase I claim by an eligible Phase I claimant were forwarded to the local District Attorney by the diocese.

Program administrators, Mr. Kenneth R. Feinberg and Ms. Camille Biros, recommended extending the Phase I deadline until March 31, 2018, and the diocese agreed to the extension.
“We are heartened to see survivors come forward in Phase I,” said Bishop Barres. “We pray that others find the strength to come forward at this time with the hope of experiencing some measure of healing and reconciliation. As a Church, we recognize that no amount of monetary compensation could ever erase or undo the grave harm suffered by survivors of child abuse. Still, we embrace Christ’s healing power and the Mission of Mercy of the Catholic Church. We stand in solidarity with our survivors and their families and we continue our commitment and vigilance to the protection of children in our Church and in society.”
